It would be hard to beat Hohner's old standby, The 64 Chromonica but it really depends on how much you have to spend.
Swan makes a 16 holer that won't set you back more than a Benjamin and gets pretty good reviews. Excellent workmanship and materials, the downside is their reed/valve setup which can be a crap shoot.
But why a 16 hole? 12 hole chromatics are a lot easier to hold and, unless you really, really need that lower register, a lot easier to play. They're cheaper, readily available in multiple keys from all manufacturers and lots more portable. A good used Hohner 270 will run you about $75-100.
On the other hand, I have a Hohner CBH-16 I'm getting ready to sell on Ebay for about $175. Contact me offline if you're interested.

Well, I have a 270 and that is what I'll use to get going. I don't need to buy right away.
I can't remember exactly what happened, I may have been looking at some music score and trying to play the song but couldn't go below middle C, so I just moved up an octave. But I preferred the way it sounded in the lower octave. So I just started looking around at 14 and 16 hole chomes.
First I'll get some experience, then worry about whether I need a new instrument or not.

I have most of the Hohner 16 Hole Chroms a CBX 2016 and a couple of CX12's plus a bunch of 12, 10 and 8 hole chromes that weren't cheap compared to a Swan that is . The Swan 1664 16 hole I bought cost me around $80 and I can play pretty well.
